In the early 1960's a department of defense memo suggested that us military stage plane hijackings, blow up a navy ship, or stage other attacks real or fake, and blame the terrorism on Cuba allowing us to effectively have an excuse to go to war with castro and cuba. Eerily similar to what happened with the USS Cole and 9/11 isn't it? Definatly gives me pause and something to consider. Obviously those policies were never approved in the 60's and I tend to the risk of discovery would prevent such a plot from ever being enacted.
